London Named World’s Best City for Culture – Full List of Rankings

London has cemented its status as one of the world’s great cultural capitals, earning recognition for the scale, quality and accessibility of its arts and culture scene. From historic landmarks and diverse communities to its unrivalled collection of museums and galleries, many of which are free, the city continues to set the benchmark for global culture.
The ranking comes from a study by Time Out, which surveyed 24,000 residents across 150 cities worldwide, alongside insights from 100+ Time Out editors and cultural experts. Ranking combined local sentiment and expert evaluation using a weighted scoring system across five pillars:
- Quality of arts and culture, including art, performance and live music
- Affordability of cultural experiences
- How locals describe their city (e.g. beautiful, historic)
- Sense of community
- Expert assessment of each city’s cultural offering in 2026
As part of the research, locals were also asked what their city does best culturally, from museums, galleries and live music to festivals, theatre, comedy, literary events and street art. To ensure a broad global representation, only the highest-ranking city from each country was included in the final list, making London’s position even more significant.
